How to set LISTENERTYPE to make report output act like TO PRINTER PROMPT?
You can't. ListenerType=0 is effectively "TO PRINTER" but the PROMPT clause is required on the command line. And I don't think that REPORT FORM ... OBJECT x PROMPT is legal syntax.
