I'm not sure what you mean by being "limited" to fields. You can access any open table or cursor from any band in the report. You are not limited to anything.

Header as a group is the following. When using Group By you are "limited" to what fields will be included (I am sure you know that). Whereas when you simply select records from the P.O. header table you can do it with POHEADER*. and all fields will be included. Do you see what I mean?
