In terms of doing what it set out to with incredible simplicity that would be FORTRAN, hands down.
I learned it in and produced my first program in 2 hours. A close second, using the same criteria, would be APL

Like least?? That would either COBOL or RPG. COBOL is too verbose and RPG is just too weird.
