File 'anchoreditor.app' does not exist

I get the error message "File 'anchoreditor.app' does not exist" when I click on the "anchor editor" button on properties list of a control when designing a form. However anchoreditor.app is actually found in the Wizards subfolder of the VFP9 program folder.

Does anybody know how to fix it?
