The problem could be WinPatrol. I have two computers and the installation was hanging on the second computer as well, even though I kept clicking on "Accept Changes" when prompted by WinPatrol. Then I removed/uninstalled WinPatrol and SSMS 2016 on the second computer was installed. Maybe I will do it with the "main" PC too (remove WinPatrol).
