I saw that they had SQL Server 2012 on this new server, so I'm thinking I just might use SQL Server 2012, are there any issues with VFP 9 and SQL server 2012? or is it possible to install SQL Server 2008 r2 Express on Windows Server 2016?

I have used SQL 2008 R2 up to SQL 2016 and no issues with VFP. In fact since SQL 2012 performance has improved.
