Fwiw, we had the offramp on VBPJ's ci$ newsgroups for at least a few years and now a couple years on their current system. We never have had a complaint about threads being unfairly moved to the offramp. Fact is, that simply _having_ a place to move the threads is good enough. What people object to is being censored all together.
