I'll assume you are talking about Windows 2000 Server, since it *should* be available in Pro. You probably can't. And why would you? It's enabled after you log in if you press CTRL+ALT+DEL, and only if you have rights to shut the server down... You wouldn't want just anyone walking by and shutting down your server... right?
