I'm probably not much help. My experience with importing data from Excel has left me with the opinion that it leaves something to be desired. Since there isn't a time field per se in VFP you might have to convert the field to a string in Excel and send it over to VFP that way.
I used Excel as an input medium for data gathered from various sources and frequently encountered difficulties. For example, if the user somehow changed the format of a character field to numeric the data would import incorrectly even though to the eye it looked fine. I used to get a lot of stuff in scientific notation because of this.
