IShield setting to 'selfregister' was the answer to seeing the exe in dcom. I thought I had tried this but apparently not. The vfp walk through for using IShield seems to say it is better to set the com files to be "extract com information" but I guess maybe that only is the case for dll's and not exe's. Now that Ishield had registered the exe I am able to go to dcom and set the access and launch user.
