The UN might have its own criteria such as adherence to human rights, which some countries would turn down. With the track record of the UN this might open up a new opportunity for disappearing monies. If you are going to give someone money then do not worry who gets it or why. It may not reach the intended audience but you can give it in good faith and state the reason.

Churches in our country can collect money (and many do) for a specific purpose and then not give a penny for the intended reason. Such a system! Being a television evangelist can make you wealthy. You have to make a major mistake before the authorities catch up with you.
