Not actually a recommendation, but this site has a free VERY simple Blog software written in ASP and using MSSqlserver

It will give you an idea of how to create blog software. Then there are many sites offering FREE web pages that you can download and incorporate as your Blog interface.

Also you will need an online Textbox editor so that you can use RichText in the blog instead of boring plain text. There are many HTML, JavaScript and DHTML editors that are free and come with source.
