What language edition of Windows are you dealing with? I've seen occasional wierdness if you try to force an English-language edition of Windows into Asian language by third-party add-ins or by changing the code page for non-Unicode applications. I've also seen the opposite -- setting the codepage for non-Unicode applications to one for English on an Asian-language edition of Windows -- causing similar sort of problems as well.
