It is quite possible that the signature app is ASP.NET. I have never heard of anything like this when it comes to winforms. Have you heard of anything like this with winforms?
The problem is that the customer is not very computer literate and I think he would have a hard time to make the changes. I wish my customer would let me talk to his IT department, but he will not because he has installed stuff on his tablet that he is not supposed to have installed.

>It's possible that the signature app is using ASP.NET, either for web forms or web services. It could be that the default web stuff has been changed from 1.1 to 2.0 by your installer and your customer simply needs to get into IIS and set it back to 1.1 for whatever virtual directories are used by the signature app.
