Interesting - I can see those quotes in "SELECT - SQL Command", example 7 and 8 in my Vfp8 CHM version.

In the VFP9 help, they also occur in "Changes in Functionality for the Current Release", "Filter Conditions for Queries and Views", "SELECT - SQL Command - FROM Clause", "SELECT - SQL Command - WHERE Clause", and "SQL Language Improvements"
