Maybe he did privately before the IRA started prominent political assassinations. This is a guy from a family who bought their way into respectability in the 1930's after earning their money rum-running during Prohibition. This is also a guy who tried to make deals with the Soviets in the 70's and 80's to counter US policies he didn't like, such as Carter's reaction to Afghanistan and Reagan's general policy on the Soviets.
