I don't have too much experience on Projects as such, because ... I excessively don't use that because of the same reasons as yours. However, we don't have SCXes.

Now is your problem that the SCX is not in the project and therefore just not there ? or are they there but can't be found ?

First : have one dummy prg that calls all SCXes so they will be found by the xref.

Second : A proper path should do it.
