Why don't you try to use Macromedia Director?
i mean, if what you are developing is an Encarta Style Application, that will
be the right Tool.

Nevertheless, if you can't use it, try to use Macromedia Xtreme, that will allow
you to create 3D style drawns, and then use it as a background in your forms, and set the border style of the form to zero(none). The 3D drawn in background will make the difference......
