How do I shut down the WW server and put a new EXE file out and then restart (all remotely).

I can go to http://x.x.x.x/wconnect/admin.asp and Kill the server, go out to win explorer and copy the new file, but I can not make the server start back up unless I go down to the actual machine and start the program.
