It is a two way process. First of all one needs some insight in the time for developing any component and, as I said to Hugh Winter already, the more components one developed while tracking the time the more accurate the numbers will be.
The second step is to scan the project on what I will call ActionPoints. I got that idea from Whil Hentzen's book "the DevGuide".
It's a fairly simple idea. What this projecthook is supposed to do is play the role of the "Geek-with-Clark-Kent-Glasses-and-A-Stopwatch-In-His-Hand" in the first place, and a scannerfunction second.

Once I am done (probably mid december) I will post a URL to a demoversion here. (will be posted on foxite as I have that server at my place).
