Yes, that is a correct assumtion. But I send out new exe every so often, when I have some of the corrections fixed. If the fix is for a bad bug/error, I will send the new exe out as soon as I have that error fixed and tested, no matter if any enhancements or other bugs are fixed. And because my application is just an exe, the client can (if they are computer literate) copy the exe (or app, in your case) to the correct directory when everyone is out and run it once if need be.
I also use VSS to track the changes I make to my different projects.
