WWC file mode, which is what most people use, does require SRVANY. Yes, COM will fire up servers automatically, that's why mtdlls are so good. Only, mtdlls are better since they're starting threads, not processes.
I went down the system Service route way back and decided it was a hack, especially when mtdlls came out.
