I'm not convinced:) It's a bug IMHO. But I think 2 things are mixed in this thread.
1) A query like this give error:

select distinct city, right(rtrim(city),2) as country from customer order by country

This is a newly introduced bug IMHO.

2) In previous versions only ordering was done depending on base table field country.

This was a bug in previous versions that might not be accepted as a bug (to ANSI SQL it's a bug).

Now VFP9 solved ordering bug introducing an error!
