rpm is the command, if you do a
man rpm in a term / console you should get an explanation of what -Uvh mean, which are the options you are passing to the program and /usr/src/redhat/RPMS/i386/samba-2.2.8a-(date).i386.rpm is the name of a file that you are trying to install... in this case, I assume that date has to be changed to an actual date; which one? I do not know. But I would recommend you check the contents of the /usr/src/redhat/RPMS/i386 directory to see if the samba file exists and what is its proper name.
Also note that Samba 2.2.8 is old, the most recent version is 3.0.13.
