I was afraid of that. I don't want to kill IIS because other developers use the server for testing as well. Guess it appears that the trick of just creating a new one each time is the best from a development cycle standpoint. Even after killing IIS there is a delay of several seconds, perhaps even a minute before the COM can be overwritten.

You can run the component as a COM+ application, then just shutdown the application. If running under IIS, you can shutdown IIS, or that component (depending on the version of IIS that you're using)
