Can't remember the exact syntax... should be something like

Declare HoverMouseOverNotificationAreaJustALittleBit in win32

BTW, I've once read some blurb from a Microsoftie about "that's not a tray, it's the Notification Area, and it was never called tray, it was always..." etc etc. Except the guy never saw the tray-related API names :).
