Why is it that when you're editing a form you usually just have to X2-click the form and another method window pops up (the first in the list that isn't already open) but, with some forms: if you X2-click, if there are no methods open one will pop up but if one's already open just it will get focus?

In these cases you have to go to the PEM sheet and select a method from the methods tab, in order to open another method window. This has always baffled me.
