If I understand what you're trying to do:

1. Set the workgroup of all computers on the network so none of them are in the old workgroup you want to remove.

2. Reboot all computers on the network. Most importantly, you need to reboot the "browse master" computer on the network. In a peer-to-peer environment you may not know which computer is the browse master, so by rebooting them all you'll be sure to reboot it.

After that, the old workgroup should no longer appear in Network Neighbourhood/My Network Places etc. If you have set all the computers to a new workgroup name, that new name should now appear.
