Looks like 'S' flag is ignored when used in combination with '8' flag.
? 0h+BINTOC(0.0,"8"), 0h+BINTOC(0.0,"8S")
>
>CLEAR
>? 0h+BINTOC($0,"8"),0h+BINTOC($0,"8S")
>? "EXPECTED FALSE :",0h+BINTOC($0,"8")==0h+BINTOC($0,"8S")
