Yes. RSS (Real Simple Syndication) is XML. There are different standards, like RSS 1.0, RSS 2.0, and ATOM.
Just pick one an you'll be fine.

You have to set your server to run a process every hour or whatever to read and parse the RSS feeds. There are already some commercial and shareware programs to do that, but you could do it with VFP or any other. Search Google and you'll find them.

For publishing you could use a tool like ListGarden.
