>I need to create a form that has nearly 200 data elements. The nature of the data prohibits spreading it across several pages in a pageframe. The client would prefer that the data be organized vertically rather than horizontally as in a grid. Does anyone know of a way to mimic a grid but set the format verticle rather than horizontal?

You can make the form itself scroll. Just change the ScrollBars property. I understand that you can make the scrollable area twice as size as the visible area; in VFP 9 this limitation has been removed.
