I think you must put the parameters in "()" as an usual VFP Function.
SQLEXEC(4, "{?@nOutVal = CALL Claim.dbo.RepairSP_UpdateRepairOrder(261657,5002,'',NULL,NULL)}")

I have a similar problem but when I call a SP that way the return value is set. Also you can try to set:
nOutVal = 0 before calling the procedure 9I think it will change nothing but...)
