Sounds like possibly the runtimes are not all at the same version. I would do a search of the computer, especially Win32, for runtimes you may not be aware of. If that's not it, check everyone of the files you loaded - they should match version and service pack, if any. Also, beware the expired vfp9 trial which is checked at the run-time level..
