What do you mean setup from scratch?
You install it, and after you're comfortable with it, you arrange the forms and dialogs as you see fit.
>Anyone have a list of the steps to go through to set up .NET from scratch? Not looking just for the "official" installation and all that, but a real-life sort of list based on experience, not just a link to MS. I ultimately want to learn it using C and VFP9.
