Exactly. The only time I've seen the framework take more than 15 seconds to load was on a very old Pentium with only 64 MB.

In my experiences, some of most inefficient processes I've seen were at startup. Not saying that's the issue here - but I'd say well over half the apps where I was brought in to do work, there were start-up processes we were able to simplify. In every case, it had nothing to do with the tool and everything to do with the work.
