Kevin, no avoiding the fact that dotNET apps start slowly in real life. I'm still amazed that you don't see this on your P3. I can only assume you're getting the framework loaded at startup, because even on my brand new inspiron there is a pregnant pause loading the framework if I have a browser instance, Word, Outlook open plus Norton and Zone Alarm in the background. It might be different if I had nothing else open, but that's not how people use computers in 2005.
