I feel like ti si a bug so I will report it to MS and let them decide. It took me awhile to figure because I often use HalfHeightCaption on my forms because the standard title bar always looks too big to me and I usually want all the screen area I can get. So when I started experimenting with turning of the title bar I could not make it work on my forms.

There should be no difference if titlebar is full or half (or even 3/4 or 1/4 or what ever if possible) when it is set as ON or OFF it should respect it (hmm... doesn't matter if the gasolin tank is full or half, car should still work as the same).
