First, I would check with IT Retail to see if they have a web product. Hosting the web site in-house gives more control, but, you might save more money if it is hosted. If it's hosted, you'll need remote ODBC access to the database or some sort of mechanism for duping the data.
ActiveVFP seems like a good solution for you as far as your skills- it uses VFP mtdlls with ASP or ASP.NET. Unfortunately, the Shopping Cart is not done yet. I did a prototype for Mail Order Manager(M.O.M) years ago as well as one for Associations. WWC has a shopping cart that seems to be used a lot...
