It installs MS SQL Server 2000 Desktop Engine (MSDE) which is somewhat limited version of MS SQL Server 2000. You certanly can use it to develop VFP + SQL Server solutions. The biggest MSDE shortcummings is a lack of GUI tools to manage it. MS SQL Server Developer Edition cost $50. You'll save yourself a lot of grief if you buy it and use Enterprise Manger and Query Analyzer that comes with it.
