Your report must always be based on a table or cursor - basically, one detail line for each record in the table. If you can make the concept of memory variables fit within this concept, fine. If you need to print all information once only, you still need a cursor with a single record, even if the cursor is completely empty, and none of the fields is referred to in the report.
I think it is simpler to just put most of the information into a cursor, and use variables ocassionaly for some things that are global to the report, i.e., the same for all records.
