In your opinion could the above technique also be applied to VFP toolbars in order to, for instance, "trim" off a toolbar's titlebar and the "border area" that exists between a toolbar's child controls and the edge of a toolbar?

I'm wondering if there are issues specific to VFP toolbars that would discourage one from trying to alter their appearance via Windows API calls?
