I don't think this property disappeared between version 8 and version 9. Perhaps VFP 9 has some option of sorting properties, not alphabetically, but by some other criterion?
How about just assigning the .Top and .Left properties programmatically, and seeing what happens? - For example, right after the Form.AddObject().

I swear...I must be doing something wrong....I went to the project, clicked on the classes tab, added a new class of type "commandgroup", made sure that the 'frame' of it was what I was looking at, then went to the properites section, but found NO top property. I made sure that the 'show only non-default properties' was NOT checked, and I still see no top property.
