The Top and Left properties make sense and available in the Properties Sheet only when optiongroup is placed in any container because it's relative to that container. If you want that object appears in the specific possition on the form, set the Top and Left properties in the Init.

I swear...I must be doing something wrong....I went to the project, clicked on the classes tab, added a new class of type "commandgroup", made sure that the 'frame' of it was what I was looking at, then went to the properites section, but found NO top property. I made sure that the 'show only non-default properties' was NOT checked, and I still see no top property.
