Hi,
First thing to do is install power filtering/UPS on the server, if the power is very bad you may have to go for a No Break UPS (Expensive)instead of a Switching type.
To disable write caching select Control Panel/System/HArdware/Device Manager then right click properties on the actual disk drive, then select policies and uncheck write cache enabled. If you have bad power I would do this ASAP - required reboot of server and check if it stays disabled.
