MonoDevelop might be what you are looking for, I don't know.

phpmyadmin isn't a standalone program, you need to run it from a webserver. Have you tried googling 'phpmyadmin' and your 'linux distro' and maybe even the word 'install'? I would assume that all distributions have phpmyadmin as a downloadable package, ready to be used.
