Looks like the PHP camp favors css style sheets (http://domesticat.net/skins/howto.php) and .NET uses XSLT(http://msdn.microsoft.com/msdnmag/issues/03/03/SiteSkinning/default.aspx). Seemingly nothing here that rules out VFP. And VFP has a decent XML story from everything I've heard. So far, so good...
