I've been quite successful with this in the past. It sounds like you're doing everything right. I haven't my old project with me at the moment but maybe if you didn't stretch the w/mark all the way to the footer? and have it as a member of the header alone, i.e. make sure it's inserted into the header, and moves relative to header members, not the detail line.

Maybe you have to include white space at the top of the image to ensure it's positioned lower on the page.

If I change the lines to extend only in the detail section then the lines are not obscured however they do not extend the full length of the detail band when the report is printed. Can anyone assist?
