... on the client PC... this would not be on as any user on the internet can log on to the app.

Say I develop a Win form app. Can any user on the internet access this ?
I did not think this was possible, because if it was, what would be the need for asp.net ?

You could set up a web service and a web server with 2 IP addresses, one internal and one external. The Winform app for your external users can access the web service for the outer IP address and the same client piece for your internal users can access the web service for the inside IP address.
