You can't use the HOSTS file to block requests made directly to the IP address (i.e. http:/202.87.40.47/xxxx in IE will go through)

If your objective is to block requests to www.moneycontrol.com then the HOSTS entry should be:

127.0.0.1 www.moneycontrol.com
