Why do you want to do this? Is your computer infested with adware that is trying to download ads from certain servers? If so you should remove the adware.
If for some other reason you want to disable access to various IP addresses one flexible option is to use a firewall such as ZoneAlarm (yes, firewalls can limit outgoing, as well as incoming, access).
